§ 91.16 HUMANE TETHERING.
   It shall be illegal for a person to allow a dog to be tethered:
   (A)   By a tether less than ten feet in length or less than four times the length of the dog’s body from tip of the nose to the base of the tail, whichever is greater;
   (B)   By a tether the length of which allows the dog to cross the property line of the property on which it is tethered;
   (C)   By a tether that does not have a swivel at both ends;
   (D)   Using a logging chain, tow chain, or other tether that exceeds 1/10 of the dog’s body weight or which causes injury to the dog because of the material of which it is made or because of the size or weight of the tether;
   (E)   By attaching the tether to the dog by a collar or harness that is made of material other than nylon or leather or that is ill-fitting;
   (F)   By using a trolley or running line system that is less than eight feet in length and more than seven feet above ground;
   (G)   In an area likely to cause injury or pain to the dog because of entanglement or because of surrounding structures.
   (H)   On any property lacking an occupied dwelling;
   (I)   Beyond the direct sight and sound of the owner or caretaker for more than 15 minutes without continuous access to clean, potable water and adequate shelter; or
   (J)   If the dog is less than six months old.
