Every railroad company, or corporation controlling a railroad company, within the corporate limits shall be required to have flagmen placed at the railroad freight station, known as the Seaboard Coastline Railroad station, upon the arrival or departure of all trains and of all trains or engines at work on the yard at the station and the crossing of Broad Street. The flagman shall use a flag in the daytime and a lantern at night to give the signal.
