It shall be unlawful for any person having charge or control of any railroad locomotive car or cars to stop or cause the same to stop upon or cross any street for more than five minutes at a time, nor at less intervals than five minutes between stops, nor to stop upon or across any other street or road, used for travel by pedestrians or vehicles, for more than ten minutes at a time nor at less intervals than five minutes at a time between stops.
