§ 73.10 MOPEDS.
   (A)   Every person riding a moped upon a roadway shall be granted all the rights and privileges and be subject to all of the duties applicable to drivers of motor vehicles by the laws of this state, and the traffic ordinances of this city, except as to those provisions of laws and ordinances which by their nature can have no application. A license shall be required.
   (B)   No moped shall be operated with excessive noise.
   (C)   No person shall operate a moped on the sidewalks of the city.
   (D)   No moped operator shall ride double unless equipped for an additional rider.
   (E)   All moped operators shall obey traffic signs, signals and markings and also the proper hand signals when turning.
   (F)   Every moped shall be equipped with a headlight and taillight which shall shine while the motor is running and with brake lights and brakes in good working condition.
   (G)   The word “moped,” as used herein, shall include bicycles with helper motors.
