(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 70.99.
(B) Any person, without the decal described in § 72.06, who shall park in parking places designated as being reserved for handicapped persons shall be deemed to be in violation of this section and, upon conviction of the offense, shall be fined $10. No person or persons who have a license tag, decal or other emblem displayed on their vehicle, which indicates a handicapped condition, whether a South Carolina motorist or a motorist from another state, shall be subject to the fine.
