(A) Use of public sewers.
(1) Owners of all newly constructed houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the authority's boundaries and abutting on any street, alley or right-of-way in which there is a public sanitary sewer of the authority or a subdistrict, shall install at their expense suitable service lines to connect any sanitary facilities, directly with the proper public sewer in accordance with the provisions of this regulation within 90 days after the date of official notice to do so, provided the public sewer is within 300 feet of the property line and access is available. Any sewer connection to a sewer line owned by the authority shall be made at an existing manhole or a manhole constructed for that connection at the owner's expense and in accordance with the authority's regulation and specifications.
(2) Connection of sewer service to adjacent unincorporated areas and or areas outside the city limits is outlined in this code.
(B) General prohibitions.
(1) The authority will prohibit privies, cesspools and septic tanks in sewer service areas when owners of houses, buildings or properties used for human occupancy, employment recreation or other purposes is situated within the authority's boundaries and abutting on any street, alley or right-of-way in which there is a public sanitary sewer of the authority.
(2) The discharge of septic tank effluent or cesspool overflow to any drain, ditch, stream or well penetrating water bearing formation is strictly prohibited.
(3) The discharge of sanitary wastewater, regardless of source, into the storm sewer system is strictly prohibited, without exception.
(C) Connection of building sewer to public sewer.
(1) Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by a means approved by the authority and discharged to the building sewer.
(2) The connection of the building sewer into the public sewer shall conform to the requirements of any applicable building and plumbing codes and other applicable rules and regulations of the authority. All connections shall be made gastight and watertight. Any sewer connection to a sewer owned by the authority shall be made at an existing manhole or one built for that connection at the expense of the user. Any deviation from the prescribed procedures and materials must be approved by the authority before installation.
(D) Sewer material. All sewers, including house sewers, to be connected with or to discharge into the wastewater treatment system of the authority shall be constructed of one of the following:
(1) Vitrified clay pipe complying with ASTM C200 and with compression type, flexible joint conforming to ASTM C425;
(2) Cast iron pipe with a mechanical or push-on joint as described in ANSI A21.11;
(3) ABS (acrylonitrile-butadiene-styrene) pipe and fittings conforming to ASTM D2661;
(4) PVC (polyvinyl chloride) pipe and fittings conforming to minimum requirements of ASTM D3034, heavy wall, joint quality to conform with ASTM C425; or
(5) Other materials specifically approved in writing by the city.
