Notwithstanding anything in this code to the contrary, no building permit shall be issued for any residential or other structure requiring connection to the municipal sewer system, unless there is adequate capacity in the city’s waste water treatment facilities to accommodate the additional load as determined by the state’s Department of Environment and Energy and in accordance with permits issued to the city by the Department of Environment and Energy.
