§ 94.056 KENNELS; LICENSE.
   (A)   Any person who shall own, keep, or harbor four or more dogs over the age of six months within the municipality shall be deemed to be operating a kennel.
   (B)   (1)   Within 30 days after acquisition of each dog, the owner shall acquire a license for each dog annually by or before April 1 of each year.
      (2)   Licenses shall be issued by the City Clerk/Treasurer upon the payment of a license fee of an amount set by separate resolution for each dog up to three dogs.
      (3)   The license fee for the fourth and any additional dogs shall be an amount set by separate resolution for each dog.
      (4)   License fees not paid before April 30 shall be deemed to be delinquent. Upon being deemed to be delinquent, a late penalty of an amount set by separate resolution per license shall be assessed.
      (5)   The licenses shall not be transferable and no refund will be allowed in case of death, sale, or other disposition of a licensed dog.
   (C)   The owner shall state at the time the application is made and upon printed forms provided for the purpose, his or her name and address and the name, breed, color, and sex of each dog owned and kept by him or her.
   (D)   A certificate that each dog has had a rabies shot, effective for the ensuing year of the license, shall be presented when the license is applied for and no license or tag shall be issued until the certificate is shown.
