§ 94.054 UNCOLLARED DOGS.
   (A)   All dogs found running at large upon the streets and public grounds of the municipality without a collar or harness are hereby declared a public nuisance.
   (B)   Uncollared dogs found running at large shall be destroyed or impounded by the person so designated by the City Council.
