(A) Residential contributors sewer rate.
(1) The residential contributors sewer rate shall be applicable when the building, premises, or place receiving sanitary sewer service is located within the corporate limits of the city and is used for dwelling or family living purposes.
(2) Residential contributors shall pay the sewer base rate as set forth in division (D) below each calendar month. In addition, residential contributors shall pay a monthly sewer usage fee which shall be calculated by multiplying the usage fee set forth in division (D) below times each 1,000 gallons of water or any portion thereof used based on the average monthly water usage as established pursuant to division (E) below for the building, place, or premises receiving sanitary sewer service.
(B) Non-residential contributors sewer rate.
(1) The non-residential contributors rate shall be applicable when the building, premises, or place receiving sanitary sewer service is located within the corporate limits of the city and is used for commercial, industrial, institutional, or other non-residential purposes.
(2) Non-residential contributors shall pay the sewer base rate as set forth in division (D) below each calendar month. In addition, non-residential contributors shall pay a monthly sewer usage fee which shall be calculated by multiplying the usage fee set forth in division (D) below times each 1,000 gallons of water or any portion thereof used during the month.
(C) Non-resident rate.
(1) The non-resident contributors sewer rate shall be applicable to all buildings, premises, or places receiving sanitary sewer service from the city which are located outside the corporate limits of the city.
(2) Non-resident contributors shall pay the sewer base rate as set forth in division (D) below each calendar month. In addition, non-resident contributors shall pay a monthly sewer usage fee which shall be calculated by multiplying the usage fee set forth in division (D) below times each 1,000 gallons of water or any portion thereof used based on the average monthly water usage as established pursuant to division (E) below for the building, place, or premises receiving sanitary sewer service.
(D) Sewer base rate; usage fee; applicable to all users. The following base rates and monthly usage fees shall apply to all residential contributors, non-residential contributors, and non-resident contributors, on the effective date as listed below:

(E) Monthly sewer usage fee; average monthly water usage; established yearly. The monthly usage fee for each residential, and non-resident contributor shall be calculated using the average monthly water usage of the contributor during the months of January, February, and March. Monthly usage fees shall be established by the City Clerk/Treasurer during the month of May in each calendar year and shall continue for one year or until changed by action of the City Council.
