§ 52.15 CONSUMER’S APPLICATION.
   (A)   Every person or persons desiring a supply of water must make application therefor to the City Clerk/Treasurer. The City Clerk/Treasurer may require any application to make a service deposit in such amount as has been set by the City Council and placed on file at the office of the City Clerk/Treasurer. Water may not be supplied to any house or private service pipe except upon the order of the Utilities Superintendent.
   (B)   Before a tenant’s utility application will be accepted, the landlord shall be required to sign an owner’s consent form and agree to pay all unpaid utility charges for their property.
