(A) The fees for use of the garbage disposal facilities, garbage compactor, and waste disposal area of the municipality by residents and non-residents of the municipality shall be established by resolution of the City Council and such resolution shall be placed on file in the office of the City Clerk/Treasurer and be available for public inspection during regular business hours.
(B) The City Clerk/Treasurer shall be charged with the duty to bill and collect all such user fees in a timely manner.
