(A) The City Council shall, by resolution, establish separate connection fees to be charged to anyone who makes application to connect to the municipal water system, the municipal sanitary sewer system, or both the municipal water and sanitary sewer system.
(B) The City Council may, by resolution, establish fees to be charged against anyone who makes a request to disconnect from or reconnect to the municipal water system or to transfer the sewer and water service to another person or user.
(C) The resolutions shall be placed on file in the office of the City Clerk/Treasurer and be available for public inspection during regular business hours.
(D) All the fees shall be payable to the city and shall be in addition to all other fees and costs charged by the city or incurred by the applicant for connection, reconnection, or disconnection to or from the municipal utility systems, or either of them.
