§ 50.02 UTILITY BILLS; COLLECTION.
   (A)   Charges for utility services provided by or through the city shall be billed jointly on a monthly basis.
   (B)   The Utilities Superintendent shall read, or cause to be read, water meters during the last week of each month.
   (C)   Utility bills shall be mailed on or about the first day of each month, and shall be due and payable by the fifteenth day of each month. Bills not paid by the fifteenth day of each month shall be deemed to be delinquent and a monthly late fee equal to 10% of the amount due shall be charged against each such delinquent account.
   (D)   Upon being deemed to be delinquent, as herein provided, the city may discontinue service pursuant to § 50.03.
   (E)   Once discontinued, service shall not be recommenced except upon payment in full of all delinquent charges and late fees and upon further payment of a reconnection fee in the amount of $100.
   (F)   The city may also take any action authorized by law to effect collection of the delinquent charges and late fees.
