Notice of regular meetings of the governing body shall be published once in the Benkelman Post and News Chronicle on the publication date next preceding the regular meeting, but not less than three calendar days prior to the meeting date. Notice of special meetings shall be published once in the Benkelman Post and News Chronicle one to 14 days prior to the meeting date or by posting notice of such special meeting in three public places in the city, to include the City Office and the Post Office, at least 24 hours prior to such meeting. In counting calendar days, the first day of posting or publication shall be counted but the day of the meeting shall not be counted.
