All structures, lines, cable, and equipment erected by the company within the city shall be so located as to cause minimal interference with the rights of the property owners. Existing poles, posts, conduits and other structures of any electric power system, cable company, or other public utility located in the city shall be made available to the company for leasing, licensing, or use upon reasonable terms and rates.
