No vehicle shall be turned so as to proceed in the opposite direction, except at a street intersection; provided, “U” turns are prohibited on Chief Street and its intersections with 1st Avenue, Southwest 2nd Avenue, and Southwest 3rd Avenue. No vehicle shall be turned so as to proceed in the opposite direction at any intersection where an automatic signal is in operation, or where a sign is posted indicating that U-turns are prohibited.
