(A) Front seat occupancy of any automobile while the same is in the process of being started or in motion within the corporate limits shall be limited to not more than three persons over the age of 12 years.
(B) It shall be unlawful for any person to operate a motor vehicle upon any street when such person has in his or her lap or in his or her embrace, another person, package, or other encumbrance which prevents the free and unhampered operation of such vehicle.
