(A) It shall be unlawful for any person to operate or ride a bicycle, skateboard, scooter, roller skates, or inline skates within the municipality in any of the following places:
(1) Between the hours of 8:00 a.m. and 6:00 p.m. Monday through Saturday on any sidewalk or curb in that part of the Business District of the municipality described as: on or adjacent to Chief Street between the south line of 7th Avenue and the north line of Railroad Street;
(2) On any public property, such as sidewalks, driveways, parks, or parking lots, where signs are posted prohibiting such use; and
(3) On private property where a sign prohibiting such use has been posted by the owner, lessee, or person in charge of the property.
(B) Bicyclists and operators of skateboards, roller skates, inline skates, or scooters shall yield the right-of-way to pedestrians using public sidewalks anywhere in the municipality, and shall not otherwise endanger or interfere with pedestrian traffic on public sidewalks.
(C) For a first offense, a written warning shall be issued to the offender and no fine shall be imposed. If the offender is under the age of 18 years, a parent or guardian of the offender shall be notified and shall be handed or mailed a copy of the written warning.
