Every occupied residence and every commercial, institutional, and governmental building in which day-to-day activities are conducted within the municipal limits of the city shall be served by the city’s solid waste collection and disposal service and shall be subject to the assessment and payment of charges for such service as set from time to time by the governing body. The city may also agree to provide service to persons who do not live within the city limits but who are served by municipal utility services of any kind or who are within such close distance to the city limits as to make such service economical and practical for the city and its contracted hauler.
