The city hereby adopts this subchapter which applies to any type of either residential or commercial buildings, located within the corporate limits of the city, except that this subchapter shall not apply to property owned by the federal government, the State of Nebraska, or any political subdivision thereof. This subchapter shall create a city-wide vacant property registration database which shall be administered by a Program Administrator appointed by the City Council.
