(A) In the event that any customer’s meter falls out of repair or fails to register properly, the City Superintendent shall charge such customer the same amount billed one year previous to such disrepair.
(B) In the event that there is no such basis for comparison, the City Superintendent shall charge the customer such amount as he or she deems is fair both to the customer and the municipality.
