The expense of installation and equipment up to the house or building to be served shall be paid by the municipality. The municipality shall install the meter but the consumer shall compensate the municipality for the cost of said meter. The expense of installation and wiring from the meter to the points of distribution shall be the responsibility of the consumer. Maintenance and replacement expense shall be apportioned in the same manner.
