The City Superintendent, or his or her duly authorized agents, shall have free access, at any reasonable time, to all parts of each premises and building to, or in which, water is delivered for the purpose of examining the pipes, fixtures, and other portions of the system to ascertain whether there is any disrepair, unnecessary waste of water, cross-connections, backflow, or backsiphonage hazards or any other condition which violates this municipal code or any state or federal law or regulation affecting the municipal water system.
