(A) Domestic water service shall be delivered to consumers served by water taps and services approved by the Utility Superintendent for the following schedule of charges.
(1) All occupied single-family residential units shall pay the monthly base rate for each water meter in service according to the following schedule.

(2) Apartments, housing units, and multi-family dwellings in which day to day activities are conducted shall pay a base rate equal to $58.50 times the number of units.
(3) In addition to the monthly base rate, each consumer shall pay $4.15 per 1,000 gallons, or any portion thereof, of water used.
(4) Where a consumer does not have a meter on their water tap or service, the rate shall be $58.50 per month.
(B) The city, by resolution of the City Council, shall have authority by contract with any person, association, or corporation to sell water beyond its corporate limits when such water is available and such sale thereof will benefit the city. The rates for such services shall not be less than those rates herein above fixed. Temporary users of water shall pay an equitable rate as fixed by the Utility Superintendent.
