From the date of approval and publication of the ordinance codified in this chapter as required by law, all solid waste generated within Benewah County and all solid waste generated elsewhere, but proposed or destined for disposal within Benewah County, shall comply with the standards and procedures set forth herein. All solid wastes shall be managed, whether during storage, collection, transfer, transport, processing, separation, incineration, composting, treatment, reuse, recycling or disposal, to prevent health hazards, public nuisances, or pollution of the environment. This chapter does not regulate discharges into the waters of Benewah County, except as those discharges are not governed by state and federal law. (Ord. 2023-157, 10-23-2023)
