8-5-5: RECREATIONAL VEHICLE PARK REQUIREMENTS:
Owners of all recreational vehicle parks, whether new or existing, must comply with the following general requirements:
   A.   Service Buildings: Each recreational vehicle park shall have at least one service building providing at a minimum, one restroom facility for every three (3) sites. Portable sanitation toilets, septic/drain fields or dump stations may be provided in lieu of permanent service buildings. Service buildings shall have a minimum setback of ten feet (10') from recreational vehicle sites.
   B.   Sewage: All sewage disposal apparatus, including appurtenances thereto, shall be maintained and operated so as not to create a nuisance or health hazard. Sewer hook-ups must have air-tight connections. Sewage, including gray water, must not be allowed to leak or seep onto the grounds or parking site. Sewage disposal systems must be permitted through the Idaho Health District and meet State of Idaho requirements.
   C.   Refuse Disposal: Refuse disposal for each recreational vehicle park is subject to the Benewah County solid waste ordinance as it applies to commercial accounts. The storage, collection and disposal of refuse in the park shall be maintained as to create no health hazards, rodent harborage, insect breeding area, accident hazards or air pollution. All refuse shall be stored in flytight, watertight, rodentproof containers, which shall be provided, in sufficient number and capacity to prevent any refuse from overflowing. The minimum required capacity of refuse disposal bins shall be as follows:

If the property owner fails to provide and pay for commercial solid waste disposal as set forth herein, a solid waste collection fee in an amount as set by resolution of the Board of County Commissioners, shall be charged per recreational site.
   D.   Fire Protection: The recreational vehicle park shall comply with the International Fire Code to the extent applicable.
   E.   Noise And Outdoor Lighting: Each recreational vehicle park shall institute and enforce quiet hours from ten o'clock (10:00) P.M. to six o'clock (6:00) A.M. and shall require all outdoor lighting to be turned off between the hours of ten o'clock (10:00) P.M. to six o'clock (6:00) A.M.
   F.   Density: No greater number of recreational vehicles shall be allowed to remain in any park than the number of designated sites.
   G.   Buildings, Utilities, And Sanitation: All buildings, water, electrical, plumbing installations and sanitation systems must comply with all applicable County and State regulations, statutes and ordinances.
   H.   County And State Regulations: In addition to the requirements set forth herein, all recreational vehicle parks must comply with all applicable County and State regulations, statutes and ordinances. (Ord. 2018-140, 3-12-2018; amd. Ord. 2022-153, 9-12-2022)
