7-2-2: DEFINITIONS:
Any term not defined in this section shall be defined as presented in the "Glossary – Water And Sewage Control Engineering", APHA, ASCE, and WPCF, latest edition.
Unless the context specifically indicates otherwise, the meaning of the terms used in this chapter shall be as follows:
BOD5: Biochemical oxygen demand shall mean the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five (5) days at twenty degrees Celsius (20°C), expressed in milligrams per liter.
BOARDING HOUSE: Any building or portion thereof which includes separate bedrooms for rent and common kitchen and/or bathroom facilities.
BUILDING DRAIN: That part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet (5') outside the inner face of the building wall.
BUILDING SEWER: The extension from the building drain to a point of connection with the public sewer or other place of disposal.
CONTRACTOR: Any person, firm or corporation licensed by the state of Idaho as a public works contractor.
COUNTY: Refers to county of Benewah, Idaho, its board of commissioners, or its authorized representatives.
GARBAGE: Solid wastes from the domestic and commercial preparation, cooking and dispensing of food, and from the handling, storage and sale of produce.
INDUSTRIAL WASTES: The liquid wastes from industrial manufacturing processes, trade or business as distinct from sanitary sewage.
INSPECTOR: The county's duly authorized representative.
INTERCEPTOR: A sewer line which primarily conveys waste from collection systems to a treatment facility, and which normally does not have service taps.
LIDs: Local improvement districts numbered 1, 2, 3, 4, and 5 as established by the Benewah County board of commissioners in 1981.
MULTI-UNIT DWELLING: A building containing a unit or combination of units with individual bath and kitchen facilities. This definition includes apartments, condominiums, townhouses, and duplexes, triplexes, etc. A seasonal multi- unit dwelling is an individual unit of a multi-unit dwelling which is occupied on an intermittent basis and is not utilized as a primary residence.
PERSON: Any individual, firm, company, association, society, corporation or group.
pH: The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
PROPERLY SHREDDED GARBAGE: The wastes from the preparation, cooking and dispensing of food that have been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particles greater than one-half inch (1/2") in any dimension.
PUBLIC SEWER: A sewer which is owned and operated by Benewah County or its representative, located in public rights of way or dedicated easements.
RESIDENTIAL BUILDINGS: Residential buildings shall include only the following types of building and structures: single- family residences, duplexes, triplexes, apartment houses, motels, hotels, trailer courts, and multi-unit dwellings.
SANITARY SEWER: A sewer which carries sewage and to which stormwater, surface water and groundwater are not intentionally admitted.
SERVICE CONNECTION: The point at which the building sewer connects to the public sewer.
SEWAGE: A combination of the water carried wastes from residences, business buildings, institutions, and industrial establishments, together with such groundwater, surface water and stormwater as may be present.
SEWAGE TREATMENT PLANT: Any arrangement of devices and structures used for treating sewage.
SEWER: A pipe or conduit for carrying sewage.
SEWER USER: Any individual, firm, company, association, society, or corporation, or group who has connected to the sewerage system.
SHALL; MAY: "Shall" is mandatory; "may" is permissive.
SINGLE-FAMILY RESIDENCE: A building designated for and used exclusively for residence purposes by one family. This definition shall include a single trailer not located in a trailer court.
SLUG: Any discharge of water, sewage, or industrial waste which in concentration of any given constituent or in quantity of flow exceeds for any period of duration longer than fifteen (15) minutes more than five (5) times the average twenty four (24) hour concentration of flows during normal operation.
STORM DRAIN (Sometimes Termed Storm Sewer): A sewer which carries stormwater and surface water and drainage, but exclude sewage and industrial wastes, other than unpolluted water such as cooling water.
SUSPENDED SOLIDS (SS): Solids that either float on the surface of, or are in suspension in, water, sewage or other liquids, and which are removable by laboratory filtering.
TRAILER COURT OR MOBILE HOME PARK: A trailer court or mobile home park is an area or site of land upon which two (2) or more trailers are placed and maintained for dwelling purposes, either on a permanent or semipermanent basis, with the land held in one ownership and sites rented or leased to residents.
