It is hereby determined and declared to be necessary and conducive to and for the protection of the health, safety, and welfare of the public and inhabitants of the LIDs to establish and collect connection fee charges which cover county costs of service inspection, establishment of the new user accounts, and to contribute to the operating reserve fund; to establish and collect capitalization fees to provide a capital reserve fund for capital improvements proportionate to sewer system capacity utilized by new sewer users; to provide for system of charges for LID operation and maintenance expenses.
