Devices, contrivances, instruments, and paraphernalia for inhaling or otherwise consuming cannabis, including but not limited to, rolling papers and related tools, water pipes, and vaporizers may lawfully be sold at a licensed business. No retail cannabis, cannabis products, or paraphernalia shall be displayed or kept in a retail cannabis store so as to be visible from outside the licenses premises.
