The Village of Bellwood shall notify the property owner of any water leak in the water service line between the buffalo box and the water meter and shall give the property owner written notice to repair the water leak within 15 days. If the water leak is not repaired within the allotted time, the village shall bill the property owner for water wasted at the rate of 36,000 gallons per day from the date of the notice to repair the water leak. The water wasted shall be paid for at the regular water rates then in effect. For purposes of this section the amount of water shall be calculated by assuming the flow of water through a one-eighth inch hole at 40 pounds pressure.
