Where it is found by the corporate authority or its assignees that a property fails in any respect to comply with the provisions of this chapter, the corporate authorities or its assignees shall provide notice to the property owner, lessee (tenant), occupant, or mortgagor of such non-compliance and violation by delivering personally, posting on the property or sending by registered mail. It shall thereupon become the joint and several duty of such property owner, lessee (tenant), occupant, or mortgagor to make any changes or alterations or repairs that may be necessary to bring such building into compliance in all respects with the requirements of the provisions of this chapter and, further, to pay any penalty assessed.
