(A) The Commercial, Industrial and Multi-Family Building Code of the village (hereinafter referred to as the “Building Code”) shall hereafter be identical with the provisions of the publication entitled “International Building Code, 2018 Edition”, except as amended below.
(B) Amendments to Code. Additions, insertions, changes and deletions to sections of the Building Code are hereby revised as follows:
(1) Subsection 101.1 Title (Name of Jurisdiction. insert).
Insert: Village of Bellwood.
(2) Subsection 101.2 Scope, Exception (add).
Add: ... as amended and adopted by the Village of Bellwood.
(3) Subsection 101.4.1 Gas (referenced codes delete subsection and insert).
Delete: Entire subsection.
Insert: All installations of gas piping from the point of delivery, gas appliances and related accessories shall conform to the current provisions of the Village of Bellwood Fuel Gas Code.

(5) Subsection 101.4.3 Plumbing (referenced codes, delete subsection and insert).

Insert: The design, installation, alteration, repair and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances, and where connected to a water or sewage system and all aspects of a medical gas system, shall conform to the current provisions of the Illinois Plumbing Code - current edition.
(6) Subsection 101.4.4 Property Maintenance (referenced codes delete subsection and insert).

Insert: The maintenance of existing structures and premises; equipment and facilities; light, ventilation, space heating, sanitation, life and fire safety hazards; responsibilities of owners, operators and occupants; and occupancy of existing premises and structures shall conform to the current provisions of the Village of Bellwood Property Maintenance Code.
(7) Subsection 101.4.5 Fire Prevention (referenced codes, add to end of subsection).

Insert: Repair, alteration, change of occupancy, addition to and relocation of existing buildings shall conform to the sections of the building code and any other applicable Village of Bellwood code and ordinance requirements for new construction.
(10) Subsection 101.4.8 Zoning (add new subsection).
Add: Zoning - The restrictions of the zoning regulations and all amendments thereto, shall not be deemed to be modified by any provision of this code; and such restrictions shall be controlling except insofar as this code imposes greater restrictions by reason of the type, of construction used, in which case the provisions of this code shall control.
(11) Subsection 101.4.9 Legislative (add new subsection).
Add: Legislative - If any section, subsection, sentence, clause or phrase of this ordinance is, or shall be for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this ordinance. The village board hereby declares that it would have passed this ordinance. and each section, subsection, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses and phrases be declared invalid.
(12) Section 103 Department of Building Safety (delete section and insert).
Delete: Entire section.
Insert: The Building and Zoning Department shall be charged with the enforcement of the building code, and the Building Commissioner shall be known as the Building Official.
(13) Subsection 105.2 Work Exempt from Permits (permits section - Work Exempt from Permits, delete exemptions).
Delete: All building permit exemptions. except where approved by the Building Commissioner.
Delete: All electrical permit exemptions, except where approved by the Building Commissioner.
Delete: All gas permit exemptions, except where approved by the Building Commissioner.
Delete: All mechanical permit exemptions. except where approved by the Building Commissioner.
Delete: All plumbing permit exemptions, except where approved by the Building Commissioner.
(14) Subsection 105.5 Permit Expiration (delete subsection and insert).

Insert: Approved permits shall expire 180 days after payment is made and the permit issued.
(15) Subsection 107.1 Submittal Documents (Submittal Documents, add to ninth line).
Add: Unless otherwise specified by the Building Commissioner, each application shall be accompanied by a minimum of six (6) sets of drawings and specifications signed and sealed by an architect licensed to practice architecture as provided by the Illinois Architectural Act, or by a structural engineer licensed to practice structural engineering as provided by the Illinois Architectural Act, or by the owner of said proposed building when it is determined to be sufficient by the Building Commissioner. To obtain a permit, the owner or his representative shall file an application on a form furnished by the village for that purpose, and shall include a signed statement indicating the proposed occupancy or use of all parts of the building and the estimated construction cost thereof.
(16) Subsection 110.3.12 Final Occupancy Inspection (Final Occupancy Inspection, add to third line)
Add: No building or part thereof, hereafter erected, or the structure of which shall hereafter be altered or repaired and for which erection. alteration or repair a permit shall be required as provided in sections 105 and 106 of this building code, and no existing building in which the character of the occupancy is to be changed, shall be occupied or used in whole or in part until a certificate of occupancy shall have been issued by the building commissioner. Such certificate shall carry the certification of the building commissioner that said building or part thereof conforms to the requirements of this and any other applicable village ordinance, and that said building. construction, alteration, or repair has been substantially completed in accordance with the plans and specifications upon which the building permit required by this ordinance was issued.
(17) Subsection 1111.1.1 Change in Use (Occupancy Certificate Requirements, add to subsection 111.1).
Add: No building upon which a certificate of occupancy shall have been issued shall be used for a different classification or group occupancy until a certificate of occupancy for such different use shall have been issued by the Building Commissioner; provided, however, that no certificate of occupancy shall be issued in any event unless the occupancy or use of the building complies with the zoning law. “Change of occupancy” is not intended to mean change of tenant or proprietor, provided the new tenant is to occupy the building for a purpose. which would not involve its reclassification into a different occupancy group.
(18) Subsection 111.2 Certificate Issued (delete occupancy certificate requirements).
Delete: Requirements numbered 7, 9, 10, and 11.
(19) Subsection 111.3 Temporary Occupancy (Occupancy Certificate Requirements add to subsection).
Add: A cash performance bond, or other method of surety acceptable to the Building Commissioner, shall be posted in the amount of one hundred and ten percent (110%) of the cost of the remaining work necessary for a certificate of occupancy to be issued.
Completion of the incomplete work and the issuance of a certificate of occupancy shall be secured prior to the expiration date of the temporary occupancy. Failure to comply with this occupancy requirement shall constitute a violation of this ordinance which shall be punishable as provided in the village code.
(20) Section 113 Board of Appeals (Board of Appeals, delete section and insert).

(21) Subsection 116.1 Conditions (add to subsection).
Add: If any building or other structure has become dangerous to life, limb or property or to the public because of structural defects. deterioration. or fire damage, or has become so unsanitary or out of repair as to render the same unsafe and unfit for occupancy or human habitation, it shall be deemed a nuisance, and the Building Commissioner, if and when he shall find any such conditions exist, shall declare such building or other structure a nuisance and shall condemn the same. and no person, firm or corporation shall occupy, rent. lease or use such building or other structure with or without compensation. The violations of the provisions of this section shall constitute a misdemeanor, and any person, firm or corporation found guilty of a violation thereof shall be subject to a fine in the manner and amount as provided by village code.
a. Add: In instances that the Building Code Official is not available, or unforeseen circumstances; buildings and structures may be deemed unsafe and uninhabitable by the Fire Code Official.
(22) Subsection R116.1.1 Reconstruction or Removal (add to subsection).
Add: Rebuilding, restoration Or removal must begin within five (5) days of condemnation notice. Any building or other structure condemned and declared to be a nuisance by the Building Commissioner under the provisions of subsection 116.1 hereof shall be put in a safe or sanitary condition or be demolished and removed. Within five (5) days after the service of notice in the manner and form provided in subsections 116.3 and 116.4 hereof, to make such building or other structure safe or sanitary or to remove and demolish the same, the owner or owners or the party or parties interested therein shall proceed to begin the work of making said building or other structure safe or sanitary or the work of removing and demolishing the same and shall prosecute said work continuously without unnecessary delay to a completion thereof; provided. After demolition of a structure, the premises shall be maintained free from all unsafe and hazardous conditions. Removal of all underground and in-ground structures is required. Restoration of established grades is required to insure proper lot drainage in compliance with village engineering regulations.
(23) Subsection R116.3.1 Notice - Noncompliance with Notice of Unsafe Buildings (add to subsection).
Add: Upon the failure of the owners of said building or other structure, or the party or parties interested therein, within five (5) days after the service of the notice provided in subsection 116.3 hereof or upon the failure to comply with an order of the Building Commissioner as provided in subsection 116.1 hereof to begin the work of making safe or sanitary or of removing and demolishing said building or other structure, or upon the failure of the owner or owners or the party or parties interested therein after beginning such work to proceed continuously without unnecessary delay to completion thereof. The village may take any action at law or in equity to restrain the use of such structure, or may proceed against the owner or any person in possession of the same in a penal action before the circuit court for the violation of the provisions of this ordinance. The village may also, in its discretion, cause the said structure to be secured to prevent access, cleaned of unsanitary conditions detrimental to the public or removed in its entirety, after the failure. within the time hereinabove provided for, to restore the same to a safe condition.
(24) Subsection 116.4 Method of Service (add to subsection).
Add: Whenever the Building Commissioner shall under the provision of subsection 116.1 hereof, condemn and declare any building or other structure to be a nuisance because of dangerous or unsanitary condition thereof, he shall cause a notice in writing to be served upon the owner or owners, upon the tenant and occupant thereof, if any, and upon the holder or holders of any encumbrances or general tax lien thereof, if any, ordering and directing said building or other structure to be put in a safe or sanitary condition or be demolished and removed. Service of said notice may be effected by personal delivery thereof, or by mailing a copy thereof by registered mail directed to the person involved, at his last address known to the Building Commissioner or available to him upon examination of the records of the County Treasurer and County Clerk of Cook County, Illinois, and by posting a copy thereof upon the premises subject to such condemnation.
(25) Subsection 116.5 Restoration (delete subsection and insert).

Insert: Reconstruction to Conform to Requirements for New Structures If Cost Exceeds 25% Of Value. A structure declared unsafe by duly constituted authority may be restored to safe condition as provided in section 116.1 here of; provided that if the damage or cost of reconstruction or restoration is in excess of 25% of the value of the structure if reconstructed or restored, it shall be made to conform, with respect to materials and type of construction, to the requirements for new structures as provided for in this ordinance.
(26) Section 117 Climatic and Geographic Design Criteria (new section insert).

(27) Section 202 Definitions (Area, Building, change first sentence).
Change: “The area included within the surrounding exterior walls ...” to “The gross area including surrounding exterior walls ...” in the first sentence.
(28) Section 202, Definitions (Bedrooms) add the following definition.
BEDROOM. Any room or space used or intended to be used for sleeping purposes with a door that leads directly to a hallway or common area, i.e. living room, dining room, family room, kitchen, basement etc. of the structure.
(29) Section 202 Definitions (add the follow definitions)
ALTERAT1ON. Alteration to include, but not limited to, alteration of floors, walls, partitions, ceilings, electrical, plumbing or mechanical systems. Alterations to decorative coverings of floors, walls, partitions, and ceilings shall not be included, nor shall the alteration or replacement of electrical or plumbing fixtures and trims be included. As long as the underlying piping, electrical raceways, etc. are not altered. Exterior facade alterations shall not be included unless egress capacity is reduced.
AGGREGATE NET FLOOR AREA. The total of the area contained within the foot print of a building or structure on all stories, including portions of stories below grade that are occupied for purposes other than storage or mechanical equipment.
AGGREGATE AREA OF ALTERATION. For purposes of determining the area affected by alteration, the code official shall include the floor area of all rooms and areas reduced or enlarged by such work, the floor area of all rooms and areas whose electrical, plumbing or mechanical systems or infrastructures are altered, and the floor area of al rooms whose egress capacity or travel distance is adversely affected. Floor areas shall include all interior walls, columns, hallways, partitions and stairways. Exterior walls shall not be included.
RECONSTRUCTION AND REMODELING AND MODIFICATION. See ALTERATION.
(30) Subsection 306.3 Factory Industrial F-2 Low-Hazard Occupancy (add to end of subsection).
Add: All factory industrial uses and occupancy classified as group F-2 shall be classified as group F-1. Requirements of this ordinance and code for factory industrial group F-1 shall apply to all factory industrial use and occupancy.
(31) Section 310 Care facilities within a dwelling (delete entire section and add the following in its place).
Compliance with NFPA 101 Life Safety Code 2012 is required for all existing care facilities in dwellings.
(32) Subsection 311.3 Low-Hazard Storage, Group S-2 (add to end of subsection).
Add: All storage uses and occupancy classified as group S-2 shall be classified as group S-1. Requirements of this ordinance and code for storage group S-1 shall apply to all storage use and occupancy.
(33) Subsection 403.1 High-Rise Buildings, Applicability (delete applicability paragraph and insert new paragraph).
Delete: Entire paragraph.
Insert: The provisions of this section shall apply to buildings having occupied floors located more than 55 feet (16,764 mm) or four or more stories above the lowest level of fire department vehicle access.
(34) Subsection 403.3 High-Rise Buildings, Automatic Sprinkler System (delete exceptions).

(35) Subsection 403.3.1 Number of Sprinkler Risers and System Design (add to end of subsection).
Add: All sprinkler systems shall be on a two (2) source water supply as approved by the Building Official and the Fire Code Official having jurisdiction. Shut-off valves and water flow indicating devices shall be provided for each floor in compliance with fire protection district specifications.
(36) Subsection 403.5.4 Smoke proof Enclosures (change height requirements).

(78) Subsection 903.3.1 Automatic Sprinkler Systems - Installation requirements - Standards (page 221. add to subsection).

Add: Water supply for both domestic service and associated sprinkler systems shall be allowed from one supply line only and separated within the associated structure. Compliance with all related State and local plumbing codes is required. The Fire Code Official may require additional control valves if deemed necessary.
(82) Subsection [F] 903.3.6 Hose Threads (add).
Add: The size of all fire department connections shall be two Ind me-half inches (2.5 inches) in diameter and shall be national standard thread.
(83) Subsection [F] 903.4 Sprinkler System Supervision and Alarms (delete exceptions 2 and 3).

Add: Audio visual devices shall be provided so that they are heard in all areas of every building. All sprinkled buildings shall be provided with audio visual devices. Existing buildings shall be required to bring any deficient areas up to code upon any building additions or alterations excluding cosmetic only alterations, subject to Building Commissioner and Fire Code Official approval.
(88) Subsection [F] 903.4.2.2 Alarms Indicating Appliances (add new subsection).
Add: Fire sprinkler system inspector's valves shall be located most remote from the riser and shall be accessible at all times and located no more than 6 feet above the finished floor and remotely located. On multiple riser systems test valves shall be marked as to which riser and area it tests.
(89) Subsection [F] 903.4.2.3 Valve Monitoring (add new subsection).
Add: Installation in multiple story buildings: floor control valves with water flow switches shall be provided for each floor.
(90) Subsection [F] 903.4.4 Automatic Sprinklers (add new subsection).
Add: Where automatic sprinklers provide protection to an area with an approved flow switch interconnected to the fire alarm system protected by the zoned sprinkler system, the Fire Code Official having authority may require additional smoke detectors for a more rapid means to identify the location of smoke or fire.
(91) Subsection [F] 903.6 Speculative Buildings (Automatic Sprinkler Systems, insert new subsection).
Insert: [F] 903.6 Speculative Buildings. Automatic sprinklers in speculative buildings shall be hydraulically designed for the storage of class IV commodities, as defined by NFPA 231. to the maximum available storage height in the building. The maximum available storage height in a building is the clear height dimension between the finished floor and the median point between the bottom of the high and low points of the structural members supporting the roof assembly. Automatic sprinkler systems shall be installed in compliance with the latest edition of NFPA 13.
(92) Subsection [F] 903.7 Hydraulic Calculations (add new subsection).
Add: A minimum of 10% or 5 psi (whichever is greater) minimum safety factor shall be provided in the fire protection system hydraulic calculations. The system demand shall be 5 psi minimum below the seasonal low water flow test supply.
Each hydraulically calculated area, on each drawing, shall be provided with a copy of the hydraulic nameplate.
(93) Subsection [F] 903.3.9 Fire Pump Test Ports (add new subsection).
Add: An OS&Y control valve shall be located on all fire pump test headers. All fire pumps installations shall provide an outside test header.
(94) Subsection [F] 903.3.10 Fire Pump & Sprinkler Control Rooms (add new subsection).
Add: Provide an outside access door to the sprinkler riser valve room and fire pump room. This room shall also be equipped with an interior access door that swings in the direction of egress. Egress door(s) shall be equipped with panic hardware.

Fire communication jacks shall be provided at all fire department standpipe connection locations and shall be tied into the building communication system. Siamese connections for standpipe and sprinkler systems shall be located no further than ten feet (10') apart and shall be readily accessible. Public water supplies, when used for the hydraulic design of sprinkler and standpipe systems. shall be adjusted to ninety percent (90%) of the actual recorded test results, At stairwells, hose connections are required at both sides of stairwell doors, one connection inside the stairwell and one connection outside the stairwell.
(99) Subsection [F] 905.3.1 Standpipe Systems - Height (Height, change building height regulations on lines 3 and 5, and delete all exceptions).

(103) Subsection [F] 907.1.3.1 Equipment - Fire Alarm Panel Requirements (insert new subsection).
Insert: All fire alarm panels shall provide a minimum of 60 hours of battery backup service in the case of a power failure. All fire alarm one-way radio systems shall be equipped with 60 hours of battery backup. Code access type fire alarm panels are not permitted.
(104) Subsection [F] 907.1.3.2 Equipment - Inoperable (insert new subsection).
Insert: Any time a fire alarm panel or connected equipment thereof becomes inoperable due to age or other reasons and is required to be replaced, the fire code official having jurisdiction may require the fire alarm system for the entire building to be brought up to current code requirements.
Fire alarm and detection systems shall be installed in compliance with the latest edition of NFPA 72.
(105) Subsection [F] 907.2 Where required - new buildings and structures (add to end of second paragraph).
Add: All fire alarm control panels shall be installed near the Fire Department sprinkler riser with a fully functioning remote annunciator panel located within 10 feet of the main entrance at a location approved by the Fire Code Official having jurisdiction. The remote annunciator panel shall be capable of alarm silence and reset. Code access type fire alarm panels are not permitted.
Exception: Manual fire alarm boxes are not required in Use Group M where the building is equipped throughout with an automatic sprinkler system and the alarm notification appliances will activate upon sprinkler water flow.
Alarm, supervisory and trouble signals shall be distinctly different and automatically transmitted to Central Stations or Remote Supervisory
Stations by a one-way private radio alarm system complying with Chapter 26 of the 2010 Edition of NFPA 72, which manually or automatically retransmit trouble, supervisory, and full fire alarm signals to the designated Bellwood Dispatch Center. Fire alarm and detection systems shall be installed in compliance with the latest edition of NFPA 72.

Insert: Multi-tenant buildings will be "ring by tenant" and shall include weather tight clear outside strobe lights over the entrance to each tenant space as directed by the Fire Code Official. All outside strobes shall provide a minimum of 75 candelas.
(119) Subsection [F] 907.6.4.3 Zones (insert new subsection).
Insert: Subsection [F] 907.6.3.3 Zone Disconnects. All fire alarm systems shall be capable of zoned disconnects at the control panel. Disconnection of a zone shall cause the fire alarm system to transmit a trouble signal.
(120) Subsection [F] 907.6.6 Monitoring (delete first paragraph of subsection and insert new paragraph).
Alarm, supervisory and trouble signals shall be distinctly different and automatically transmitted wirelessly, or per method approved by the Fire Code Official, directly to the designated Bellwood Central Dispatch center which is established by the Village of Bellwood. Fire alarm signals shall not be allowed to be received anywhere else other than the designated Bellwood Dispatch Center. All fire and life safety systems shall be monitored in accordance with NFPA 72.
(120) Subsection [F] 907.9 Fire Alarm and Sprinkler Rooms (insert new subsection).
Insert: Multi-tenant tire alarm and sprinkler system room doors shall be labeled in minimum six (6) inch (153 mm) numbers stating "Fire Sprinkler/Fire Control Room" and shall state the address range the system protects.
(121) Subsection [F] 910.2 Smoke and Heat Vents - Where required (add to end of subsection paragraph, and delete exception).
Add: Buildings or portions thereof shall be provided with a mechanical smoke exhaust system in all occupancies of groups A, B, E, F, H, M and S having more than 30,000 square feet (2787 square meters) in floor area. Such systems shall provide three to four air exchanges per hour. All key switches shall be Knox Box style keyed to the Bellwood Fire Department.

(122) Subsection [F] 910.2.1 Smoke and heat Vents - Where required - Groups F-1 and S-1 (delete entire subsection and insert).

Insert: Groups F and S. Buildings and portions thereof used as a group F, H or S occupancy having less than 30,000 square feet (2,787 square meters) in floor area. Such systems shall provide three to four air exchanges per hour. All key switches shall be "Knox Box" style keyed to the Fire Department.
(123) Chapter 9 (Add the following specifications to the end of this chapter).
1. (New Construction). In the new construction of all buildings governed by this code, including outside canopies not separated from the main structure by a minimum two-hour fire resistive rated assembly.
2. (New Additions). Systems as specified in all of Section 903 respectively, in new additions to existing buildings and structures, and throughout the existing buildings and structures to which an addition is added.
3. (Renovations). Systems as specified in all of Section 903 respectively, throughout all existing buildings and structures upon modification, remodeling, reconstruction or alteration of the same.
4. Systems as specified in all of Section 903 respectively, throughout all existing buildings and structures when required if the existing structure was being built as new.
5. System shall be required to be installed upon change or u:ansfer of ownership of the building where required by the Building Commissioner and or the Fire Official.
6. Definitions. For the purposes of this section the following definitions will apply.
a. ALTERATION. Alteration to include, but not limited to, alteration of floors, walls, partitions, ceilings, electrical, plumbing of mechanical systems. Alterations to decorative coverings of floors, walls, partitions, and ceilings shall not be included, nor shall the alteration or replacement of electrical or plumbing fixtures and trims be included. As long as the underlying piping, electrical raceways, etc. are not altered. Exterior facade alterations shall not be included unless egress capacity is reduced.
b. AGGREGATE NET FLOOR AREA. The total of the area contained within the footprint of a building or structure on all stories, including portions of stories below grade that are occupied for purposes other than storage or mechanical equipment.
c. AGGREGATE AREA OF ALTERATION. For purposes of determining the area affected by alteration, the code official shall include the floor area of all rooms and areas reduced or enlarged by such work, the floor area of all rooms and areas whose electrical, plumbing or mechanical systems or infrastructures are altered, and the floor area of all rooms whose egress capacity or travel distance is adversely affected. Floor areas shall include all interior walls, columns, hallways, partitions and stairways. Exterior walls shall not be included.
d. RECONSTRUCTION AND REMODELING AND MODIFICATION. See ALTERATION.
7. (Condominium Conversions). Residential structures converted from a single owner type R2 occupancy to a multiple owner (condominium) type R2 occupancy shall be required at the time of the conversion to be equipped with a fully automatic fire sprinkler system and an automatic tire detection and alarm system throughout the entire area of the structure or premises including attached parking garages.
8. (Condominium Conversions). Commercial and industrial structures converted from a single owner type property to a multiple owner (condominium) type property shall be required at the time of the conversion to be equipped with a fully automatic fire sprinkler system and an automatic fire detection and alarm system throughout the entire area of the structure or premises including attached parking garages.
9. Any dwelling unit located one or more stories above or below the lowest level of exit discharge and when the building contains three or more dwelling units.
10. (Monitoring). Alarm, supervisory, and trouble signals shall be distinctly different and shall be automatically transmitted wirelessly to a designated approved dispatch center in a manner as specified by the Fire Official.
11. (Mixed use). Provide complete automatic fire alarm system including detection, pull stations and monitoring equipment in all buildings with mixed use and occupancy regardless of size.
12. Carbon Monoxide Detection.
1. Provide carbon monoxide detection in all groups RI, R2, R3, R4 and I1.
2. In in remodels and new construction the required detectors shall receive their primary power from the building wiring and be equipped with a battery backup.
3. Detectors shall be installed in locations per the manufacturer's installation instruction.
13. (Sprinkler system control valve access). Exterior access is required to sprinkler control valve room in all new construction.
(123) Subsection 1006.2.1 Egress based on occupant load and Common Path of Egress Travel Distance (add requirements).
Add: 3. The length of common path of egress travel in occupancies in group B, F and S shall not be more than 100 feet (30 480 mm) for common truck docks which are provided and separated from other occupancies by 1-hour fire-resistance rated assemblies, and that are entirely protected throughout with an approved automatic sprinkler system in accordance with section 903.3.1.1.
Add: 4. Where shared truck dock facilities are provided in Group B, S and F occupancies in multiple tenant buildings, two exits or exit access doorways from the space shall be provided.

Add: In all buildings and structures serviced by an elevator, at least one elevator shall be provided for fire department emergency access to all floors. The minimum size of an elevator car shall be 54-inch by 82-inch (1371 mm by 2082 mm) and shall be equipped with a side-opening door, versus a center-opening door, to accommodate the maneuvering of a 24-inch by 84-inch (610 mm by 2134 mm) ambulance stretcher in the horizontal open position.
(146) Subsection [F] 3003.4 Emergency Signal Devices and Lighting (insert new subsection).
Insert: 3003.4 Emergency Signal Devices and Lighting. New and existing passenger elevator cars and freight elevator cars which are located in buildings shall provide in the car the following emergency signal devices operable from within the car in accordance with sections 211 and 204.7 of the most current edition of ANSI AT7.1:
1. An electric signal bell not less than six (6) inches in diameter located inside the building and audible outside the elevator hoist-way. Only one bell is required for a group or bank of elevators if operable from all cars in the group or bank, with battery back-up power.
2. An emergency call button in each elevator car shall be connected to the central telephone, emergency exchange system of the fire protection district having jurisdiction. Call buttons (red in color) are to be installed no more than forty-eight (48) inches in height as measured to the highest operable part that is essential to the basic operation of the call button.
3. All emergency lighting in elevator cars, hoist-ways and related equipment rooms shall be equipped with a battery back-up system in compliance with current village electrical code regulations.
(147) Subsection [F] 3003.5 Smoke Detectors (page 592, Elevators and Conveying Systems, insert new subsection).
Insert: 3003.5 Smoke Detectors. Smoke detectors shall be installed in each elevator lobby at each floor, machine room and shaft/hoist-way in accordance with NFPA 72.E chapter 4. The activation of a smoke detector in any elevator lobby, machine room or shaft hoistway other than at the designated level shall cause all cars in all groups that serve that lobby to return non-stop to the designated level.
(148) Subsection 3102.1 Membrane Structures - General (add to subsection).
Add: The installation of a membrane structure requires village building permit.
(149) Section 3103.1 Temporary Structures - General (delete subsection and insert).
Delete: Entire subsection
Insert: The provisions of this section shall apply to structures erected for a period of less than 180 days. Structures to be in place for more than 180 days shall be considered permanent structures. Tents and other membrane structures shall comply with all applicable requirements of this code and any other applicable codes and ordinances of the Village of Bellwood Building and Fire Departments. A village permit is required for any installation.
(150) Subsection 3105.1 Awnings and Canopies - General (add to subsection).
Add: The installation of awnings and canopies shall also conform to the (Sign Code).
(151) Section 3106 Marquees (delete section).
Delete: Entire section. Marquees are not permitted.
(152) Section 3107 Signs (add to section).
Add: The installation of signs shall conform to the (Sign Code).
(153) Section 3109.1 Swimming Pool Enclosures and Safety Devices - General (add to section).
Add: The installation of private and public swimming pools, swimming pool enclosures and safety devices shall also conform to the (Pool Code).
(154) Chapter 32 Encroachments into the Public Right-Of-Way (delete section).
Delete: Entire section. Encroachments into the public right-of-way are not permitted.
(155) Chapter 35 Referenced Standards (insert NFPA standards).
Insert: All referenced NFPA standards shall refer to the most current standards available.
(156) Chapter 36 Driveways and Off-Street Parking Areas (new chapter).
Subsection 3601: Driveway/Off-Street Parking Area Permit. No person shall hereafter alter, construct, build or establish any driveway or off-street parking area without first obtaining a village permit.
Subsection 3602: Application for Permit. Application for a permit for a driveway and/or off-street parking area installation or improvement shall be filed with the Building Commissioner and shall contain the name and address of the person making the application and the name and address of the owner of the property to be served by such driveway and/or off-street parking installation or improvement, together with the proposed location and plans and specifications for such work.
Subsection 3603: Approval by Building Commissioner. No permit shall be issued for any work to be done in any way about the construction of any driveway or off-street parking area installation or improvement until the plans and specifications therefor have been submitted to and approved by the Building Commissioner.
(C) Compliance required; application of provisions.
(1) Compliance required. It shall be unlawful to design, construct, alter, move, enlarge, replace, repair, demolish, remove, use or maintain property, buildings or structures in the village in violation of the terms and provisions of this chapter.
(2) Application to existing permits. This chapter shall not be construed to extend to or affect any construction activity for which a permit was issued or application for permit filed prior to the effective date hereof, except for fees not yet due or payable, unless the Building Commissioner determines that any provision of this chapter or the regulations incorporated herein by reference should be applied for reasons of public health and safety.
(D) Penalties. Any person, firm or corporation violating the terms and provisions of this chapter shall be liable for a penalty in the amount of 100% of any unpaid fee and, in addition, shall be punishable as provided in the Village Code.
