§ 150.04 BUILDING DEPARTMENT CREATED.
   (A)   The Department of Buildings is created.
   (B)   The official in charge thereof shall be, known as the Building Commissioner.
   (C)   In accordance with the prescribed procedures and the will of the Board of Trustees other employees or agents will be retained. Related technical officers, inspectors and other employees shall assist the Building Commissioner in the performance of the duties of the Department. Such individuals shall have powers as delegated by the Building Commissioner. Such powers shall encompass both new construction as well as enforcement of maintenance functions concerning existing properties.
   (D)   The Building Commissioner, or his or her designee, shall receive and accept, and all departments of the village shall provide. all violation notices, property deficiency reports, fire prevention inspections. police reports. and all other reports of inspection by approved agencies or individuals concerning the construction and alteration and maintenance of buildings and structures in the village. All such notices, deficiencies, inspections, and reports shall be in writing and be certified by a responsible officer of such department or agency.
   (E)   Upon a determination that a notice, deficiency, inspection or other report should issue, the Building Commissioner shall obtain a report of those persons or entities that, upon a reasonable investigation, have an interest in the property and shall send the notice, deficiency, inspection or other report to all such persons or entities believed to have such an interest in the property,
   (F)   The Building Commissioner is authorized to engage such professional assistance (including but not limited to legal services) as he or she deems necessary to fulfill the responsibilities set forth in this section, all subject to the approval of the corporate authorities for any expenditure in excess of $,2000 per property.
   (G)   Restriction of employees. An official employee connected with enforcement of this code, except one whose only connection is that as a member of the Board of Appeals established under the provisions of section 111 of the Property Maintenance Code shall not be engaged in, or directly or indirectly connected with, the furnishing of labor, materials or appliances for the construction, alteration, or maintenance of a building, or the preparation of construction documents thereof, unless that person is the owner of the building; nor shall such officer or employee engage in any work that conflicts with the official duties or with the interests of the Department.
   (H)   Violations. Any person knowingly engages in any action contrary to the requirements of division above shall be deemed guilty of a violation of the Village of Bellwood Personnel Policy and shall be liable for such penalties that are prescribed by that Policy Manual.
