No block party or gathering shall extend for a period of more than eight hours, and in no event beyond 8:00 p.m., upon any portion of the public right-of-way. The sponsor shall be responsible for removal of the barricades from the right-of-way no later than 9:00 p.m. Failure to comply with the regulations set forth herein shall result in forfeiture of the security deposit.
