(A) The village is authorized to regulate real property located within the village limits.
(B) It is reasonably foreseeable that homes, buildings and other structures may be demolished from time to time within the village to enable the building of new structures.
(C) It is the desire and intention of the village to ensure in any instances of such demolition that the premises and adjacent streets are kept reasonably clear and free of debris, mud and other waste materials.
