Any owner or owner of record is obligated to demolish, repair, enclose and/or remove any garbage, debris, and other hazardous, noxious or unhealthy substances or materials from property declared by the village Building Commissioner to be an open and vacant and immediate and continuing hazard to the community in which the building is located.
