The Village Board of Trustees of the village finds that affordable, good quality and licensed child care within the village is critical to the well-being of parents and children of the community and is a needed community service and is otherwise a benefit to the public health, safety, morals and welfare of the village. Further, it is the purpose of this subchapter to facilitate the siting of licensed home day care facilities in the village in such a manner that refines the review and approval process while ensuring harmony and conformance with surrounding land uses.
