(A) This chapter shall be in full force and effect from and after its passage and approval and due publication in pamphlet form and shall be known as the "Subdivision Code".
(B) The provisions of this chapter shall apply to any development which has not commenced construction prior to the effective date hereof unless the Village Board shall determine that by reason of change in priorities in reliance on previous requirements, such application will result in the ability of the development to proceed.
