§ 154.091 DEFINITIONS.
   Whenever hereafter in this chapter the following words and phrases are used, they shall, for the purposes of this chapter, have the meanings respectively ascribed to them in this section, except when the context otherwise indicates.
   ARTERIAL STREET. A street that provides or that will provide for traffic with a high degree of continuity.
      (1)   MAJOR ARTERIAL STREET. An arterial street that provides or that will provide for fast or heavy traffic of considerable continuity and that will be used primarily as a traffic artery for intercommunication between large areas in and near the village, and shall include those streets designated or that may be designated ARTERIAL STREET, by the state and those streets shown or that may be shown as MAJOR STREET, on the major street plan.
      (2)   MINOR ARTERIAL STREET. An arterial street that carries or that will carry traffic from minor streets to arterial streets, and shall include the principal entrance streets of a subdivision development and the primary circulating streets therein.
   BUILDING CODE.  Chapter 150 of this Code of Ordinances, as amended.
   CUL-DE-SAC. The area intended for vehicle turnaround located at the termination of a dead-end street.
   DEVELOPER. Any person who undertakes the development of land.
   DEVELOPMENT. Construction of new buildings or structures on any previously unimproved lot, parcel, piece, or tract of land.
   FOOTPRINT. The location of a building (including attached accessory buildings) with its outside to outside perimeter dimensions shown upon a site plan or survey.
   FRONT LOT LINE. With respect to any lot other than a lot in depth, the line thereof coextensive with the right-of-way line of any adjacent street.
   LOT or LOT OF RECORD. A portion of platted land and territory which has its principal frontage upon a street and is measured, set apart, shown, numbered, delineated and designed as such upon a plat of subdivision or resubdivision duly approved by the Mayor and Board of Trustees and recorded by the Recorder of Deeds of Cook County, Illinois.
   LOT DEPTH. The mean horizontal distance between the front and the rear lot lines. For a lot-in-depth, lot depth shall be the average distance between the rear lot line and the non-stem portion of the front lot line.
   LOT-IN-DEPTH. A lot of record, most of which is adjacent to and located behind another lot of record and derives its only access to a street by a stem.
   MAJOR SUBDIVISION. Any subdivision which involves installation and/or construction of public improvements.
   MINOR SUBDIVISION. Any one-lot subdivision (lot consolidation) and two-lot subdivision which does not involve the installation and/or construction of public improvements.
   MUNICIPAL CODE. The village Code of Ordinances, as amended.
   OFFICIAL PLAN. The most current adopted official or comprehensive plan of the village.
   PERSON. Any person, organization, or entity, public or private, that proposes to undertake any subdivision, development, or redevelopment.
   PLAT or PLAT OF SUBDIVISION. A drawing prepared by state registered land surveyor depicting a piece of land suitable for filing with the Recorder of Deeds of Cook County, Illinois and representing either a division into a lot or lots of an existing lot or lots or portion thereof or a tract of never before subdivided territory, or a consolidation into a single lot of more than one lot or lots or portion thereof or a tract of never before subdivided territory.
   PUBLIC IMPROVEMENTS. Those improvements which shall be dedicated for use by the general public and/or the ownership of which shall be dedicated or conveyed to the village.
   PUBLIC STREET. The entire right-of-way or width of every road, way, thoroughfare, or place conveyed and/or dedicated by prescription or plat for use by the general public that is or that may be open to the use of the public for the primary purpose of vehicular traffic but shall not be deemed to include any such right-of-way 20 feet or less in width, including:
      (1)   ARTERIAL STREET. A street that provides or that will provide for traffic with a high degree of continuity.
         (a)   MAJOR ARTERIAL STREET. An arterial street that provides or that will provide for fast or heavy traffic of considerable continuity and that will be used primarily as a traffic artery for intercommunication between large areas in and near the village, and shall include those streets designated or that may be designated "arterial street", by the state and those streets shown or that may be shown as "major street", on the major street plan.
         (b)   MINOR ARTERIAL STREET. An arterial street that carries or that will carry traffic from minor streets to arterial streets, and shall include the principal entrance streets of a subdivision development and the primary circulating streets therein.
      (2)   MINOR STREET or PRIVATE STREET. A street in a residential area that is or that will be used primarily for access to abutting residential properties.
   REAR LOT LINE. The line of any lot that is most distant from and opposite of the front lot line thereof.
   REDEVELOPMENT. The construction, reconstruction, rehabilitation, or renovation of any building or structure on any improved or formerly improved lot, parcel, piece, or tract of land.
   REDEVELOPER. Any person who undertakes a redevelopment project.
   SIDE LOT LINE. Any lot line of a lot between a front lot line and the rear lot line thereof unless such lot line lies opposite a front lot line, in which case such lot line shall be a rear lot line.
   STEM. The extended portion of a lot-in-depth which provides access to a street. For purposes of this chapter, a stem of a lot-in-depth is considered the lot's principal street frontage. No portion of a stem shall be considered a yard. In the case of lots-in-depth created by subdivision approved prior to January 1, 2001, the extended portion of a lot-in-depth may consist of an easement providing access to a street.
   STREET. Either a private street or a public street.
   SUBDIVIDER. Any person who undertakes the subdivision or development of land.
   SUBDIVISION.
      (1)   Any change, rearrangement, or resubdivision in the boundaries or division lines of any lot, parcel, piece, tract of land, or public thoroughfare, or the division of such lot, parcel, piece, tract of land, or public thoroughfare into one or more parts, pieces, tracts, parcels or lots;
      (2)   The platting of any lot, parcel, piece, or tract of land into a single numbered lot without alteration of its boundaries;
      (3)   A planned development or planned unit development as now or hereafter defined in this chapter or the zoning ordinance of the village or the zoning ordinance of Cook County; or
      (4)   A redevelopment or development as now or hereafter defined in this chapter.
   THROUGH LOT. A lot, other than a corner lot, with frontage on two streets.
   VILLAGE. The Village of Bellwood, an Illinois municipal corporation and home rule unit as described in the Illinois Constitution.
   VILLAGE STANDARDS. Compliance with applicable ordinances of the village or, in absence of such ordinances, compliance with good engineering practices meeting the approval of the Village Engineer.
   WATER COURSE. A river, creek, lake, or floodway.
   ZONING ORDINANCE.  Chapter 156 of this Code of Ordinances, as amended.
   ZONING ORDINANCE DISTRICT MAP. The official "Zoning District Map" contained in the zoning ordinance, as amended and as the same may be amended from time to time.
