No building permit or occupancy permit shall be issued unless and until there has been filed with the Comptroller, a certified copy of a plat recorded or registered in the Office of the Cook County Recorder of Deeds, which meets the requirements of this chapter, and the subdivider or developer has otherwise complied with all other applicable requirements of this chapter.
