§ 154.003 PURPOSE AND INTENT.
   The purpose of this chapter is to establish reasonable standards and procedures for regulating the subdivision, development, and redevelopment of land within the corporate limits of the village, and its one and one-half mile extraterritorial jurisdiction, to ensure for and promote the public health, safety, and welfare of the village. These regulations are intended to:
   (A)   Provide for the harmonious development of the village and its environs, including the redevelopment of residential, commercial, and industrial sites, and for the coordination of improvements within new subdivisions, developments, and redevelopment sites with other existing or planned improvements and adjacent subdivisions, developments, and redevelopments;
   (B)   Set forth rules and regulations for the subdivision and platting of real property and the preparation of plats and the procedure for the application, submittal, approval, and recording of plats;
   (C)   Establish the proper location and width of streets and alleys, buildable areas, open spaces, utilities and drainage easements, public use facilities and areas;
   (D)   Protect neighborhood character and to provide quality neighborhoods by preserving existing neighborhood development patterns, including existing platting, and requiring minimum lot widths, depths, and areas;
   (E)   Provide minimum standards for and ensure for the construction and installation of public improvements and provision for modernizing infrastructure, including, without limitation, the adequate provision of storm water drainage, in a concurrent manner with subdivisions, developments, and redevelopments; and
   (F)   Ensure for the construction, inspection, dedication, and acceptance of land required for schools, parks, playgrounds, and other public uses, as well as public improvements.
