The owners or owners of any building shall file a registration statement for each such building with the Building Department on forms provided by the Building Department for such purposes; provided, however, that the registration of a vacant building pursuant to the village regulations shall satisfy the registration requirement of this section. Any such registration statement shall be deemed prima facie proof of the statements therein contained in any administrative enforcement proceeding or court proceeding instituted by the village against the owner or owners of the building. A registration form shall be prepared by the Building Department to follow the rules and regulations and the terms of the regulations. A current copy of such shall be maintained on file in the Village Clerk's office.
