(A)
In the selection of a drainage plan for a development, the applicant shall choose a strategy which strives to minimize the increase in runoff volumes and rates from the site.
(B) The applicant shall observe the following hierarchy in developing a drainage plan:
(1) Minimization of impervious surfaces on the property;
(2) Flow attenuation by use of open vegetated swales and retention of natural depressions or construction of new ones in conjunction with retention of existing natural stream channels;
(3) Infiltration of runoff on-site;
(4) Stormwater retention structures;
(5) Stormwater detention structures;
(6) Storm sewers.
(C) At all times, the applicant shall keep in mind ground water quality and public safety and convenience in the selection of drainage plan elements.
