For the purpose of this chapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
FENCE. A structure forming a barrier at grade between lots, between a lot and a street or any alley, or between portions of a lot or lots, such structure being independent of any other. Decorative barriers less than 24 inches above grade are not considered fences and, with the possible exception of the safety and method of installation, are not covered by this chapter.
