Variations in the application of this chapter may be requested and reviewed by the Zoning Board of Appeals pursuant to the zoning ordinance, if all conditions for variations contained in the zoning ordinance are met. In addition to the standards enumerated in the zoning ordinance, the Zoning Board of Appeals shall not grant a variation to the provisions of this chapter unless the Zoning Board of Appeals makes the following findings:
(A) The applicant has sought and been denied the opportunity to collocate its personal wireless telecommunications facility on an existing tower or antenna site; and
(B) The strict application of this chapter prohibits or has the effect of prohibiting the provision of personal wireless services.
