All personal wireless telecommunications facilities, towers and antenna support structures shall be considered a conditional use, and no personal wireless telecommunications facilities, towers or antenna support structures shall be located, constructed or installed without a permit being issued therefor. All applications for personal wireless telecommunications facilities, towers and antenna support structures shall be reviewed by the Plan Commission pursuant to the zoning ordinance provision pertaining to conditional uses.
