(A) Prior to rendering any decision regarding a cable operator's initial rate review for basic tier service and equipment or request for rate increase, or for change of status, the President and Board of Trustees shall schedule a public hearing within the time allowed for action pursuant to the regulations.
(B) Notice of such hearing shall be by publication in a newspaper of general circulation in the village to be published once, not more than 30 days nor less than 15 days prior to the hearing.
(C) All persons appearing at the hearing shall have a reasonable opportunity to be heard and to submit comments.
