The regulations duly adopted by the Federal Communications Commission governing Cable Television Service, particularly Cable Rate Regulations, known as Chapter I of Title 47 of the Code of Federal Regulations, specifically Subpart N, Sections 76.900 to 76.985 attached hereto and made a part hereof, as they relate to the franchising authority's power and duties in regulating basic cable service rates and equipment rates, are incorporated by reference as if fully set forth herein.
