(A) Upon determining that an applicant has met all requirements of this subchapter, including application, inspection and payment of fees, the Village Comptroller shall prepare a certificate as follows on letterhead of the Village of Bellwood:
This is to certify that of Street, Bellwood, Illinois, having fully complied with the ordinances of the Village of Bellwood, is hereby licensed to engage in the business of operating taxicabs in the Village of Bellwood, Illinois. This license expires April 30, 20 .

(B) The Village Clerk shall sign the certificate, affix the corporation seal, and upon signature of the Village Comptroller, the license shall be in full force and effect and shall at all times be prominently displayed in the principal office of the licensee.
